Course Description

introduction

This Initial Response Training for Marine Oil Spills training course is designed for operational staff, specifically First Responders in Oil Spill Response and Preparedness. It is an intensive, 5-day program where approximately half of the course is dedicated to practical exercises.

The course aims to enhance the delegates' knowledge, enabling them to fully understand the fate and behavior of oil and chemical spills in marine and coastal environments, and to effectively combat these spills.

The training is structured into modules that can be taught individually or in blocks, each accompanied by corresponding exercises, whether in the classroom, through demonstrations, or in real-life practice.

In the theoretical portion of the course, most objectives focus on knowledge acquisition, while the practical training objectives emphasize skill development.

Each lesson in the course has a clearly defined objective, outlining what students will be able to accomplish upon completion. The Enabling Objectives (EOs) specify what students are expected to achieve during the lesson. All objectives are verifiable through clear indicators. For the exercises in the practical module (Module 4), the specific skills that students are expected to acquire are also detailed, along with the indicators and conditions for their attainment.

Training Methodology

The selection of modules and their content in this course is tailored to meet the training needs of the target group. As a result, instructors may need to define the specific training requirements for each course in detail, taking into account the unique needs of the participants. The roles of first responders can vary significantly based on their designation (land or marine responders), experience, available equipment, and the prevailing conditions in their local environment. For example, first responders in the Baltic States working in high sea states during winter will have very different training needs compared to those in Southeast Asia protecting fish farms or mangrove areas in tropical climates.

Instructors, in close collaboration with the client and the host country organization, will determine the selection of relevant modules and exercises, their sequence, and any additional supporting references and materials to meet the agreed-upon needs of the target group.

A series of PowerPoint presentations has been prepared to cover all the lesson modules, which form the pedagogic component of the Level One course. These presentations are closely aligned with the material in the Students' Workbook.

  • Demonstration of Booms, Skimmers, Maintenance, Storage etc. at premises of host organisation
  • Containment and Recovery
  • Use of Dispersants
  • Use of Absorbing Materials
  • Use of Dispersants
  • Planning and Operations: Contingency Plan

Day 3

  • Shoreline Clean-Up
  • Cleaning, Maintenance and Storage of Equipment
  • Oil Sampling, Cost Recovery and Documentation
  • Demonstration of Oil Sampling Kit
  • Wildlife Casualties

Day 4

  • Practical Exercises – Open Sea
  • Debriefing Exercise

Day 5

  • Beach Cleaning
  • Debriefing Exercise
  • The Oil Spill
